Segregation policies reflected the notion that blacks did not make adequate leaders and worked best under white supervision. A group of American Army personnel numbering about 1,000 on the southern Visayan Island and the Island of Mindanao was captured by the Japanese and interned at Malaybalay, in the northern part of Mindanao until the latter part of 1942. While the Allied prisoners were sent home at the end of the war, the same treatment was not granted to Central Powers prisoners of the Allies and Russia, many of which had to serve as forced labour, e.g. in France, until 1920.
